This project represents an advanced model of Caravan’s regional re-export capabilities. Caravan was commissioned to re-export a shipment of consumer products from Lebanon to Iraq, with a structured transit across Syrian territory while maintaining full compliance with the legal and customs requirements of all three countries involved.
The project began through an agreement with a Lebanese distribution company owning a stock of fast-moving consumer goods (packaged food items, household cleaning products, and general retail consumables) that required redirecting part of its inventory to the Iraqi market to fulfill growing demand.
Caravan initiated Phase One with a feasibility and compliance review of the route, which included:
• Verification of Lebanese regulations governing re-export
• Assessment of Syrian land transit requirements
• Identification of Iraqi import conditions
• Mapping all required documentation per checkpoint and per customs authority
A fully integrated logistics and customs plan was then developed, incorporating:
-
Preparation of re-export documentation in Lebanon, including updated invoices, packing lists, and certificates of origin
-
Documentation preparation for land transit, vehicle and driver registration, and route designation
-
Coordination with local Iraqi partners for final customs clearance and warehouse reception
Execution began with goods consolidation inside a central Lebanese warehouse. Caravan supervised:
• Quantity validation and compliance with customs data
• Reorganization of items into long-haul transport-ready pallets
• Application of internal traceability labels and barcode IDs linked to a master shipment record
Upon departure from Lebanon, Caravan managed the first customs checkpoint, ensuring:
• Sealing and stamping of re-export paperwork
• Vehicle ID verification and alignment with manifest
• Official registration of departure time and route initiation
During Syrian transit, Caravan monitored the operation through field and central logistics teams, with mitigation procedures in place for rerouting in case of closures or unexpected delays. Syrian transit was treated as a critical supply chain node, where Caravan:
• Inspected seal integrity at border and mid-route stops
• Monitored dwell time and movement intervals
• Maintained continuous communication between drivers, customs officers, and both Lebanese and Iraqi clients
Upon arrival at the Iraqi border, Caravan’s Iraqi partners completed customs clearance while Caravan remained actively involved remotely, assisting in document interpretation, schedule verification, and quantity reconciliation to ensure zero discrepancy.
The project concluded with successful delivery to the client's warehouse within the agreed timeframe, without shortages, refusal, or customs penalties. Caravan provided a final executive report detailing:
• Route path and milestones
• Documentation used across stages
• Operational risks encountered and resolved
• Cost and time optimization recommendations for future cycles
This operation highlights Caravan’s capacity to deliver end-to-end re-export management across multiple countries, including regulatory navigation, customs synchronization, transportation, and final commercial fulfillment.
